Background

EU Directive 2018/851 requires all Member States to introduce a separate collection system for textile waste by 2025. Italy has advanced this process with an amendment to Legislative Decree No. 116/2020, which came into effect on January 1, 2022. As a result, companies operating in Italy’s textile sector will be obligated to adopt appropriate measures for the collection and recycling of textile waste. Pre-registrations for the EPR textiles sector in Italy are now being accepted.

The aim of this regulation is to minimize the environmental impact of textile waste and promote a sustainable use of resources in the textile sector. However, further legislative refinements are still needed for full implementation.

Current Status of EPR for Textiles in Italy

Although the legal framework for EPR in the textile sector has been established, specific implementing decrees defining manufacturers' responsibilities are still pending. The Italian Ministry of the Environment is currently working on drafting these detailed regulations.

Our Italian textile waste management partner plays a key role in this process. This provider assists companies in the textile industry with the implementation of the new EPR requirements and advocates for practical solutions. Manufacturers and importers of textiles should proactively inform themselves about their future obligations, and they already have the opportunity to pre-register for free.

Outlook: What Does EPR Mean for the Textile Industry in Italy?

With the full introduction of EPR for textiles in Italy, manufacturers will have to take on greater responsibility for the entire life cycle of their products.

This includes:

  • Funding and organizing the collection, sorting, and recycling of textiles

  • Implementing sustainable production methods

  • Promoting recycling and a circular economy in the textile sector

Conclusion

Italy is among the first European countries to establish a legal framework for EPR in the textile sector. The implementation of EU Directive 2018/851 is progressing, although specific implementing decrees are still pending. Companies manufacturing or selling textiles in Italy must prepare for increased responsibility in the disposal and recycling of their products in the near future.
