Senate Bill 866, presented to the Wisconsin Legislature, seeks to amend the existing E-Cycle Wisconsin law. These changes are largely based on recommendations made by the Department of Conservation and Resources (DNR) in their annual reports to the Senate and the Governor. The main changes include:
- A new calculation method for setting annual recycling targets for electronics manufacturers. Instead of being based on 80% of the weight of electronics sold in Wisconsin in the previous year, the targets would now be based on the manufacturer's market share as measured by the weight of electronics collected for recycling under E-Cycle Wisconsin.
- An expanded definition of "peripheral devices" to include devices used for video display input/output. Previously, the definition only referred to devices used with computers. This would increase the number of devices that qualify for recycling.
- An increase in registration fees for manufacturers beginning with the March 1, 2025 due date. The fees due March 1, 2024 remain unchanged and are set forth in s. 287.17 (4) (be), Wis. Stats.
- The DNR is charged with defining guidelines for what constitutes "good faith progress" toward meeting a producer's recycling goals. (The DNR already has a guidance document on this topic).
A public hearing on this bill was scheduled by the Senate Committee on Natural Resources and Energy for Thursday, January 4 at 10:01 a.m.
